i can sorta understand why the DZ's and the onlookers were concerned, a whip? geez.

we throw a guy into our lake at my chapter. but it's a quick thing, round up a posse, grab the guy, heave ho throw, and walk him back smiling and laughing. ie: no physical danger. also the girls that hang out with the chapter know it's coming, so they're not worried or anything.

well, west chester's was bad for other reasons. this particular one is going to be seen as a hazing/risk management issue.

legally, it can't be considered hazing since it is not a condition of membership. it could be assault, but only if the assaulted pressed charges.
