According to friends who went Greek there (and recently talked to a few), the percentage of students who go Greek is not that big (6-8%), but that they are visible. You can totally have a life if you aren't Greek. There is a lot of pride in being a Husky as you know!
The newer greek village is kind of out of the way. Five sororities have housing. Total is around 60, and many groups exceed that (some are in the 80s). Recent pledge classes seem to be high 20s to high 30s. I can't tell you how competitive it is because my friends pledged a good 18-20 years ago, but it's nothing like the SEC or many schools in the south.
My suggestion is that if you are a sophomore, talk to girls in sororities who are in your class or dorm, or go to the Greek Life office to get more campus-specific info (like recs, what to wear to recruitment, etc.).
