Basically, the OP wanted to know if she could tell her sisters what to wear, because OH EM GEE SWEATPANTS ARE LIKE, GROSS.

That's kind of what I thought. The "!" usually means I MUST SAVE THIS SORORITY BY SHARING AND/OR ENFORCING MY SUPERIOR VIEWS AND ANYONE WHO DOESN'T LISTEN TO ME IS A BAD, BAD, BAD, BAD SISTER.

Pretty much.
The OP is likely an over-eager new sophomore officer attempting to change her chapter by instituting some new and draconian dress code.
Sisters are not following said rule (which is probably something like "we only wear sweatpants on Fridays") because it's dumb.
She has the misguided idea that positive PR for the chapter = what girls are wearing/doing on campus.
Is appearance part of PR? Yes, but most of the time, if your reputation is suffering, it has nothing to do with girls wearing sweats.

I needed to pull an all-nighter last night and had to run to my class to take a test.
OF COURSE I'm wearing sweatpants for that and no one is telling me otherwise.
