Well first of all, the term 'active' implies 'actively involved.' If you don't want to participate once becoming initiated, you may need to rethink your decision to join a fraternity in the first place. You only get out of it what you put into it.
Second, I'm sure all (inter-)national GLOs charge their chapters fees for liability insurance and general dues on a per-man basis, so if you're listed as a member of your chapter, your chapter is paying for you to be there, thus they're going to pass the cost along to you in the form of local dues.
Are you concerned about not having the time to commit to a fraternity, or for what other reason would you want to join, but then virtually quit right away?
