financial expulsion

I have a friend who is Zeta at a different chapter than where I'm ZTA. She had a family emegency last spring and had to withdraw from school, it was about 1/3 of the semester (about 28 days), right before the first installment was due. Her chapters GA advised her that because she had been in the chapter, she would need to pay the 1st installment, and possibly the national dues for the time she is out. She planned on it, but had financial problems and was unable to do so. Now she is transferring schools, where there is also a ZTA chapter. From what I read on another thread, she needs to pay dues for the semester that she has been out and she'll do just that. Her question is whether she'll need to affiliate with the ZTA chapter at the new school, or can she be granted alumnae status given her financial situation? She is overseas at the moment and has asked me to find out any information pertaining to her situation. I just spoke to her last night, and we're on spring break 3/21-3/25, so the next general meeting is more than a week away, so I wouldn't be able to ask my GA till then.
If any of you have any information regarding this situation, I'd appreciate a reply or PM.
