Not much of a surprise. Besides speculation that he would serve only one term, there has been talk of friction with the President and other members of the Administration -- notably Rumsfeld.
Not meaning to start any wars here, but he must be somewhat embarassed about the "presentation" he did regarding WMD's at the UN. Pretty thin "evidence."
