It will most definitely make a difference. Whichever party controls the Senate determines who will head the major committees. In this case, the Republican committee chairs will have to step down and hand their positions over to Democrats. Tom Daschle will also step up from minority leader to majority leader, giving he and his current minority whip more authority and pull. I think this is going to make it a little more difficult for Bush to push a lot of his programs... a tiny majority can make a huge difference.
