Hey there, this may be a little bit confusing, but I'm sorry in advance. This will be my first year going through recruitment on the other side and I'm extremely excited

Our spirit week *work week , we call it spirit week in KD* isn't until sept. 15th and recruitment isn't until the first week of October, but our rush chair emailed us and gave us some information yesterday. We are a pretty small greek school, about 200 pnm's go through and we have 6 sororities. Every year quota is around 25 and total is about 75 or 80. We were the only chapter on campus that was at total at the end of the year and we only had 6 seniors graduate. Because of this our rush chair said we only can take 6 girls through formal. Is it true that we are not allowed to rush to quota because we are so close to total? I can't see how this is right because at some of the bigger schools they have quota around 60 and I can't possibly see how they would be 60 members from total before going through recruitment. Sorry if this is really confusing, and it's probably a dumb question, but any clarification would help, thanks!!
