I would not discourage her from pursuing the collegiate chapter at UF, however, I know that collegiate members of colonies have to give a great deal of time to that endeavor--often more than members of established chapters. Being married and having a child may not give her the time to devote that the chapter will need, and would probably be unfair to her family. While I wouldn't discourage her from looking into collegiate chapter membership, I would strongly encourage her to pursue alum initiation (which requires sponsorship of an alum chapter, approval of National Council and a collegiate chapter that can perform the initiation itself). This may be the perfect time, since she would probably get to go through alot of the new member processes with the colony members, and she can be initiated at the same time as the collegiates when the chapter is installed--that would be really exciting, I think. One other bonus-alum initiation/membership is ALOT less expensive than being a collegiate. Another consideration for someone w/a family.

The Greek system at UF is very competetive, and DZ HQ will be looking for extremely high quality women to ensure the chapter is strong from the start. It is up to your friend what she wants to do--perhaps she can look into becoming a collegiate member, but mention that she would be interested in alumnae initiation, in the event that they choose not to extend her a bid due to her family obligations/non-traditional status, etc. I am sure that they will want as many alumnae in the area as they can get to help support the chapter, and since she is an undergrad, she will still be able to relate and possible go through some of the same new member processes as the colony members.
