Informational Meeting Question

I'm an Advisor for a PBS Chapter and I have a question about the Informational Meeting (Smoker...old school term) procedure as reported in the Intake Manual for PBS. Am I reading this procedure correctly? It says prospective members must pay $$$ towards an application fee "before" the meeting. I've re-read this procedure several times and I keep reading into the same concept.

I would be interested to know the experiences other chapters have had with this procedure, and if you're not following this procedure then maybe you're not informing your Regional Director?
