Quota and Cutting during Recruitment
So i found on a thread on GC that quota is determined by the number of pnms divided by the number of sororities on campus. So if you had 500 pnms and 10 ten houses then quota would be set at 50. I am wondering if each house wants to meet quota then supposedly there is a spot in each house for each pnm so why do some pnms get cut from all the houses? For example if quota was 50 and 30 pnms were cut from all the houses before bid day then wouldn't many of the houses not meet quota?

NPC ladies correct me if I'm wrong, but I remembered reading that quota would either be a range, or a number determined by dividing the number of girls at Pref by number of houses.

Quota is typically not set at the beginning.
It can be set before this, but is usually set by the number of PNMs attending Preference.
Not by the number of PNMs who are participating on Day 1.
So any number of girls could be cut before Pref, so they obviously aren't counted in quota calculations.
That's my best answer, it is really complicated.

First of all, rarely are 30 women cut from all houses at any school. 30 women may DROP out because they don't like what houses have asked them back for the remaining parties, but they aren't released from recruitment.
When we say that quota is the number of PNMs on PREF DAY divided by the number of chapters, it is a gross oversimplification. We don't all get together and evenly divvy up the PNMs and make sure everyone gets their 42 1/3 new members. Remember that some chapters have invited back many of the same girls. Some of the PNMs have up to 3 chapters for prefs; some have only one chapter for prefs. Some chapters have just enough girls at their pref parties to fill their spots and others have a ton left over that wouldn't get a bid if we didn't offer them quota addition spots. Quota ranges allows us to make sure that as many chapters as possible meet quota while as many PNMs as possible get a bid.

Thank you that information makes a lot more sense. I do have another question now though. If a house does not make quota and are allowed to do have the additional quota would they be able to give that to girls who were bidless? For example if i went to pref for XYZ but got no bid and then XYZ didnt make quota could i potentially be given a bid a few days later and still initiated with the fall pledge class?

If you went to XYZ, put them on your bid list and you didn't get a bid, they would have had to have made quota (unless someone has already dropped.) If, however, you did not put them on your bid list, they may or may not be willing to accept you as a new member. Yes, chapters will initiate girls that they pick up through continuous open recruitment (COR or COB) soon after recruitment with their fall recruitment classes.

All chapters have the right to pledge to quota - either in formal recruitment or during COR. So if they have spots open, they can issue more bids.

You don't get "cut" after preference, it's just a matter of how far down on the list you are. So your scenario wouldn't happen.
However, if you cut ABC chapter earlier in recruitment, didn't end up getting a bid and ABC didn't make quota, they could take you then. This is quite common in fact.

When a chapter fails to make quota, the PH office will usually give them a list of women released during recruitment or not matched at bid matching so that they can take a second look at them for snap bids and/or COR.

Also, if someone drops out of recruitment for some sort of personal emergency (family, medical, academic) she might want to let her Rho Chi know who she would have WANTED to pref.
We missed quota one year by one, and word got back to us that a girl we really liked would have liked to have preffed us. She had to drop out before preference, though, to go home to be with her dad, who had a sudden medical issue. But she was smart enough to have told her Rho Chi, "If I could have stayed, I would have wanted to go ASA".
Someone at Panhel let us know this, we were able to snap bid her (?) about 1-2 days after Bid Day and have her join the new class right away. This is unusual, though, because the drop-out needs to specify a chapter that does NOT make quota.
