Naturally I'm curious about something that probably only some Californians in the know could answer: how much of the speech and the proposed requirements came from the CSU-Chico president, and how much came from considerably higher up -- that is, from the chancellor of the California State University system and/or the CSU Board of Trustees? A quick search revealed that the system's Trustees include the governor, lieutenant governor, the speaker of the California Assembly and assorted other politically and / or academically connected figures.
Given the international publicity that CSU-Chico has received recently, I'm guessing that Chico's president would very likely be making sure he was toeing the line that the Trustees and the CSU System's top administrators approved. Or do the CSU System and California political realities permit each CSU campus president a lot of latitude in dealing with well-publicized messes?
