I honestly don't think that "Midwestern" prom norms apply to many Chicago schools.

I went to a public high school in Chicago, and our prom was at the Hyatt Regency in downtown Chi. Tickets were btwn $85 -$100/couple. Even junior prom was at the Holiday Inn downtown. I think we must have paid about $60/couple. Now we did have our "winter ball" (we called it Snowball) at the school. This was only for seniors so it was kind of a mini prom. Also, all of our homecoming dances were at the school, too. I must admit though, that I did wear a Jessica McClintock dress, so maybe Chicagoians aren't so different afterall.
As for the debutante ball, these were also pretty popular in Chicago. Maybe they are more common in the African-American community due to the presence of African American sororities in the community. I'm not sure. Though I was not a debutante, many of my friends were in cotillions held by BGLO alumni chapters or local churches. I even remember that my HS principal lent (or is it loaned?) her wedding dress to a friend of mine to wear when she came out.
