The best middle management solution was to allow anyone who didn't feel safe to go home, but you had to make up whatever time you missed over the weeks ahead.
Finnaly we got confirmation from the home office somewhere in the midwest (like they don't pay management to make these decisions) and we joined the entire Downtown Boston in a mad dash to the buses, subways, cabs, etc.
