I wouldn't chastise a black person for using it depending on how and where it was used.
I have white colleagues who study Black linguistics and they have used the term around me before. These people do not use the term regularly or with ease. So, I understand the context in which THEY were using it. If they get too comfortable, I will let them know to stop using the term.
Other groups of people have terms that they use around and to each other but would be offended if non-members use it. The difference may be that these people do not use the term in movies and in the open.
But, I wouldn't dare tell whites, Hispanics, or anyone else what they can or can not say to EACH OTHER.

You said it what I meant, but more clearly. (And dang I always misspell chastise

). I was trying to convey to Philly that if he feels that way about the term then he should be an equal opportunity chastiser.
