maybe the community service that they perform is ineligeble to be counted towards their national/ collegiete requirements. in phi mu, we get "graded" on a variety of areas, including community service. if we did a ton of community service and weren't able to count it towards our philanthropy "score" it would not make up for losing points in the area of risk management.
