Because we don't all have fantastically large bank accounts.
Daily or near daily website maintenance is, I'm sure, a bigger job than it seems for a volunteer to handle, so you pretty much have to hire someone. And if it's money for (example) an extra traveling consultant or the website, I'd bet the TC will win out.
