That's the way it's done. At first, everyone meets the requirements. After awhile they begin the shift and enlarge the scope of the requirements. Since you're already participating, you have no way to opt out. At best, all you can do is argue about the severity of whatever requirements they dream up.
Best approach: do not participate in anything like this to begin with. If you're at a public university, you do not have to. See: University of Colorado. The administration said deferred rush; the greeks said no. if it goes to a judge, the Greeks win.
