UTSA is where I was an undergrad. Unfortunately, I wont have much more information than you already have. (About all I can tell you is how many sororities are there and their history.) Cant really tell you about the style of rush or how frilly it is, because 1) I never went through sorority rush (I did help the girls set up for a few parties) and 2) I dont know how to quantify 'frilly'.
Its a great school that is very rapidly growing. This fall it will be about 28,000 students. The campus is growing and they just opened a new dorm, new admin building, rec center and in the next few months will be opening a new dining hall, a new parking garage and a new biosciences building. They will be starting construction on expanding the university center in the next year. The campus is on a beautifully landscaped site on the edge of the hill country and they are building a new mall across the street from campus (complete with a nordstroms and neiman marcus) so I am sure she will like that if shes the 'shopping' type.
What I can tell you about sorority recruitment is that I wouldnt consider it a super compedative system. Its not cut-throat. They moved formal recruitment for the fall to right before school starts. It used to be the third week of school. I know all groups saw numbers drop because of it, but I dont know how dedicated Panhellenic is to keeping it before school.
On average, two groups ususally do COB in the spring. I couldnt tell you how many go through rush, because the numbers dropped this year due to the schedule change. I checked about a week out this past fall and they had about 80 girls signed up for rush. In the past they have taken apps up until a few days before rush. Historically, there was only a hanful of girls that dropped out of rush and a handful of girls that didnt get bids. In all my time at UTSA, I only know (personally) one girl that didnt get a bid, and that was cause she burned a few bridges with each group...
All four NPC sororities at UTSA are good groups with pretty solid numbers. There are also two NPHC Sororities, and a handful of multicultural sororities.
