i know the last reply was a little while ago, but thought i would chime in. being a greek advisor and former chapter advisor, i do have to explain what hazing and is not. doing something by yourself does not necessarily make it hazing.
basically, if you have to do something (or it is implied that you need to complete a certain task) in order to get or keep membership status, then it can be considered hazing. if the task/activity involves any sort of strenous physical activity, mental or emotional draining/abuse, then it can be considered hazing.
NPC probably doesn't make a definition of it b/c it is different in each state (and probably canada too), so they may be treading in treacherous legal waters if they try to define it.
I wouldn't consider any of things mentioned hazing, expcept the whip pie thing is a little borderline, b/c of tying hands. i know scavanger hunts can be considered hazing by some, but i don't think the string one is as no one has to collect anything for points or status or stuff like that. if you do a short scavenger hunt in a house or at the student union (as my chapter did), i think that is ok too, as long as nothing besides clues about your big sis is the only thing you collect. no harm is being done, nothing is being collected, nothing is required. no races, no competitions, no intimidation or harassment.
IH does require that no NM activity take place between 10pm-7am. i don't know about your mom, but mine always said "nothing good happens after midnight!" similar concept, just different hours.
