I like UK's reason for divisions.
The University of Kentucky Intramurals Policies and Procedures

Most sports will be conducted in four divisions:
(1) Greek, (2) Residence Hall, (3) Independent and (4) Co-Rec.
The division separations are followed in order to equalize competition, to present an avenue for everyone to participate, and to schedule competition according to organizational interests.
