As Tom pointed out, for the men to be members, HQ would need to recognize them. (i.e. chapter rolls etc.) So how would an underground group - i.e. non HQ recognized 'locals' - be able to initiate them as true brothers of the fraternity?

It seems like once the fraternity re-charters/recolonizes, HQ would only reinstate *known* (recognized) members. Those that weren't forced to go alum. And as such, the local guys would more or less be SOL and required by HQ to rush again. And if HQ was overseeing the bidding, there may be no guarantee that they would be offered a bid.

Sounds too shady.
