I think the 'they' - as in "Just Who Are They?" - would at least be the Omicron Deuteron Charge (Dartmouth chapter). However, the article is not clear who is meant by whole organization. So maybe the whole Theta Delta Chi International Fraternity.

Theta Delt, however, has been indicted on felony charges. According to District Attorney Chris O'Connor, who is not personally handling this case, the indictments are more severe because a whole organization is being charged.
