I don't think that's what he was saying. I think he thought that they just got a bunch of actors together to pretend to be in a fraternity or sorority, or to get some kids at a school to make it up so they could pass it off as real.
It's an interesting thought at the very least. I never thought that, but I also didn't watch the show that much.
