You are correct, 20 percent is not most.

The author is saying that you didn't need to graduate law school to practice law.

Also, you didn't need to finish an undergrad degree to go to law school.

Which makes sense considering that law schol is supposed to be proffessional program.

This doesn't make since. If 80% of them were still going to law school, then how did 50% of them not get an UG degree?

Also, I'd hardly call 20% "most" lawyers, James.
