You should really check with your Executive Council (or whatever your fraternity calls your governing body). They'll have the best and accurate information.

I know all GLOs are different, but I know many NPCs have similar transferring and affiliating procedures. Almost always the transferring member has to be in good standing, and the original chapter writes a letter recommending the member for affiliation. The new chapter must then vote to accept or reject the affiliation. Sometimes there are fees to be paid before the member can join the new chapter.

Of course, that's just how we do it. Not all NPCs are the same, and I can imagine that most inter/national fraternities have more lax procedures when a members decides to transfer to another chapter.
