I know at my school if quota were 40 you get end up with 44 through quota additions of juniors, we got 2 free juniors, or seniors which were unlimited freebies. That may explain it...or if your chapter was not at total with the 40 new members the chapter could extend bids up until they are at total. Both are possibilities...either way it is a good thing!
