no, not unless it is a chapter installation. I've seen some members wearing their pins with formal dresses at recruitment prefs, and that's not correct, either.
But again, you have to pick your battles. I'd rather make sure my members have a healthy sense of self-respect and respect for each other instead of being paranoid about pins on taffeta
