My gut instinct is that this is a bad thing. Whether you call it a fee or a tax, it is really a tax, but if you call it a fee, then they can be raised and messed with easily. If it's a tax, there are rules to follow in increasing it, changing it, etc. Service fees sound like "taxation without representation" to me.
