If I am reading the article correctly;
The $300 is a refund from next years tax refund... the government did this in an attempt to recover from the current economic slump.
Consumer spending accounts for a little over 68% of the Gross Domestic Product (GDP - total output of the economy) With the $300, we can now spend it (consumption), putting it back into the economy, thus reducing inflation and stabilizing the economy.
Keynesian Economics, gotta love it...
