Nations usually send their elite forces, or those who were trained in peacekeeping into these kind of operations. In another word, the soldiers were not you usual GI. The civilian personals should know better, they were UN officials and should be highly educated. As I said, this is not a war time situation, it is a humanatirian situation and the people should be more professional. Unfortunately, this is not the case and I hope they are prosecuted and send away for a very long time.
