They use sacrificial pawns to pilot jet-fuel-filled missles into buildings by hand. They yearn to buy nuclear material to, at the very least, make dirty bombs which will be delivered manually. It's not like they're locking in GPS coordinates for their satellite-guided long range missles launched from afar.

Also: nice way to interupt 911 from being able to pinpoint cellphone users during attacks.
