In a situation like this where someone else has greeted me, I'd respond, even if I didn't give them money. I think it's just a part of being decent. That or it's my small-town Iowa raising coming out. This is just my opinion, but I think I'd think less of the people that didn't acknowledge me than the ones who at least acted like I existed.
