This is because if members transfer or graduate between fall & spring semesters, it will change chapter total and whether or not they'll do spring rush. By the same token, they might end up with more people than they thought if people don't graduate. They're not going to go to the trouble of giving parties if they can only pledge one member.

Open houses are just that, OPEN - anyone can go - they'll give out facts at orientation. It doesn't sound like there will be an actual pref party (pref is invite only) so there would be no need to give invites to it. If there is though, I'm guessing you will receive an invite in your campus mailbox or dropped off at your house if you live off campus. Inviting someone by email or giving invites to only certain people at a party would both be extremely, well, gauche.
