My sister had hers the summer between freshman and sophomore year in college--and I think that's the "traditional" age, if not a year older. It has really become another HS extra-curric, unfortunately, and that's why you see 16 year olds having deb balls.

The New York City Junior League accepts members as young as 16. I recall some girls from my school joining. I know at least one became a debutante. Perhaps their mothers were members, but I don't remember. I just wonder if membership in Junior League is necessary to be a debutante at their ball.
The debs I knew came out during winter break of their freshman year of college except for one who waited until she was 21.
