I don't think Powell wants to be in the Senate, and if he does there are many better places to run.
Rudey doesn't seem to want to run now, and the reason why he dropped out last time was his divorce. The cancer gave him the out that he wanted. Giuliani would have slaughtered Hillary.

He might run if he has presidential aspirations just because being the Hillary-slayer would be the only thing that would restore his credibility with nation-wide Republicans. The reason why many NYS Republicans are wooing Powell is because they are really, really pissed at Pataki. They are blaming him for their setback in the recent elections.

I can think of no better place for Powell to run. He was born and raised in NYC, and he is a moderate. He would drive a stake through the NYS Democratic Party's monopoly on African-American and Carribean-American voters. It would be stroke of genius, and it would send shockwaves throughout the entire American landscape.
