For sure talk to your chapter advisor. This is the kind of thing that he/she is there for.
Second, I'll bet your national constitution says that meetings are to follow Parliamentary Procedure. When used correctly, there is NO "making up rules," and it allows for equal interaction within the structure of any formal meeting.
Go pick up a copy of "Roberts Rules of Order." It's one of the two authorities on Parliamentary Procedure -- I can't remember the other one. It is probably available at your local book store.
