Snap bidding is only to be used to fill quota. If a chapter has filled quota then they CANNOT offer snap bids. If they are under total, then when COR starts they can offer additional bids under COR. But this would be after the bids from formal recruitment have been extended.
Snap bid is the term for bids that may be offered between the end of formal bid matching and when the bids from formal are handed out.
