The Junior League is for women who are out of college, and usually
at least in their late 20s, but most of the chapters are filled with middle-aged women. They sponsor the deb balls much in the same way that say, the Links or AKA might. Each member sponsors a deb, and sometimes daughters of members are debs.
My sister had hers the summer between freshman and sophomore year in college--and I think that's the "traditional" age, if not a year older. It has really become another HS extra-curric, unfortunately, and that's why you see 16 year olds having deb balls.
