I hope

I hope the voter reg. office shares their data with the tax commissioner, and the registered students start getting tax bills for their personal property and license tax bills for their cars. Maybe even state income tax if they are working and from out-of-state.

Sure, they can register and vote where they live, but they can't then deny residence at tax time.
