that is great on the retention rate. About your question regarding COB I'm not sure I can help. I was just wondering though if your chapter has gone through Vision before. If your chapter practices Vision the way it is presented by the time you are COBing most of the women would be friends or really good acquaintances. These would be women that you are sure you would want as sisters and who would already know a little about Phi Sig and would want to join.
First thing to do is ask your CKA to see if you can get a Programming Facilitator schedule a Vision workshop for your chapter. In the meantime, if every sister was to start inviting just one friend/classmate to hang out with sisters like at lunch in the student union or even to scheduled COB events like Pizza night, bowling night, etc that starts the ball rolling. Then anytime another sister sees that woman on campus they should invite her to join them as their hanging out in the student union. Sisters get to know these women and they get to know you without the pressure of being "rushed" - when COB comes up you talk to them about it then.
