I think William Patterson in New Jersey also forced all of their locals to go national. Your problem may be convincing the locals that they want to go national and aren't being forced to. You and Phi Sig should do a joint presentation together and speak of the benefits of being in a national. Keep in mind that there are benefits to being in a local, especially if the locals are bigger than the nationals on campus.
