As far as I know, at least at my school, COB is the entire list of girls who signed up for rush originally, whether or not they completed rush, or signed a bid card. Only girls who signed bid cards who were't matched after pref night end up on snap bid, which is given to houses who did not make quota. Snap Bid lists allow for snap bids to be offered, ie. welcome to my sorority if you accept. COB lists commonly involve inviting those rushees who did not complete rush to come back and rush on an informal basis, or, i suppose, they too can be offered bids. But the main difference between the two, as far as i know, is snap bid is only given if you signed a bid card, and COB list is for those who didn't. If someone thinks I'm wrong, please feel free to correct me.
