According to NPC regs, when there are at least two NPC groups on a campus they are required to form an official Panhellenic Council (CPH) and affiliate with NPC and will be assigned an NPC Advisor.
The existing NPC groups would work with the NPC and the campus to expand the scope of the current groups to become national organizations.
There is no way in heck that you can take 7 local groups and get them absorbed into a national in a sememster. It took Valparaiso a couple of years, I believe, to do this and in the end at least 1, possibly 2, of the new colonies failed.
The CPH would first have to inform the NPC that this expansion opportunity is available. The eligible 24 groups would have to determine if they are interested and send packets. The locals would have to determine which groups suit them and vice versa. There would need to be a lot of presentations, meetings, etc. I would think that the earliest an absorption/colonization could take place might be winter 2005 or possibly spring 2006.
As far as who your girls should listen too - the Phi Sig and DPhiE chapter advisors and NPC delegates need to get together and hash things out with the Pace Greek Advisor. He/She needs to understand that formation of a CPH is a priority and must happen before any expansion takes place. It sounds like the new GA is clueless on NPC agreements and resolutions.
