When I was in undergrad we would do a gavel pass at the end of every meeting. But we would have a candlelight passing ceremony only once in awhile and it didn't have to do with guys getting engaged. Also, it is not used just for getting stuff off your chest, but also speaking of the good things. "John helped me out when my dog died and I wanted to tell him how much I appreciated it. You're a true brother". That kind of stuff.
