I still think even if every chapter were given the option of taking those girls no one would do it. All of the houses there are confident and strong. And they would just be giving girls bids just to give them out. They obviously felt strong enough about not inviting those girls back in previous rounds.... or didn't think they were a good fit for their chapter.
