As I stressed before, I don't doubt that the Ole Miss DG's know what is best for their chapter. The problem is that the panhellenic quota system is based on the assumption that chapters will take quota if they can, and that when chapters don't meet quota, it's because girls weren't willing to pledge there. If one chapter _chooses_ not to take quota, effectively shrinking the size of the Panhellenic new member class, other chapters are still forbidden to take the extra girls, and the effect is the same as if quota had been miscalculated based on too few PNMs. Maybe a good solution would be allowing the other chapters to go further over quota to take the unsnapped girls if the one chapter with space for them declines to use it. That way the elite chapter can stick to its standards without decreasing the number of spots available in the system as a whole, and it wouldn't raise the usual concerns about monster chapters taking over the rest by going over quota -- obviously only a very strong and confident chapter would deliberately take a smaller pledge class.
