Saying it will obviously be more is a matter of an opinion and not based at all on fact.
Anyway, our criminal justice system fails because if doesn't target street dealers and "king pins" as much as it does everyday average users. We have a serious problem with our criminal justice system when we decide to send drug users to prison instead of sending them to rehab facilities or education clinics. But there is no extra money because it all goes to the war on drugs which OBVIOUSLY hasn't accomplished enough.
