The party is enough. $3,000 doesn't seem like an unreasonable amount to spend on an anniversary that isn't even a "milestone" anniversary. My mother's siblings just had a party for my grandparents' 60th, and it was probably a little more than that amount.
Save the cruise for the 50th.
