ESL Training for teachers?

Should teachers who intend to teach in large urban areas be trained to teach kids who don't speak English as a primary language? What do you think should be done to help these kids? Are ESL classes enough? What about kids born here to immigrant parents who do not speak English to their children (I am actually a product of that. My mom and dad speak English very, very fluently, but left it up to the schools to teach me. They wanted me to speak Cantonese properly and also did not want me to pick up their accent and have it corrected later on when I was in school) The Toronto Star is featuring a series of articles on immigrants and the public education system.
